This directorate translates threat intelligence into dispatched counter-operations, sustains the UNDERTOW mesh across hostile attention surfaces, and drives every engagement from first contact through resolution. It holds procedural authority over the active-operations library and is solely accountable for workflow tempo, crisis escalation, and field-team readiness across all operational theatres.

Maintain continuous watch on manipulation techniques active across tracked platforms. Catalogue new patterns, score severity against the attention-threat index, and feed classified technique profiles to the Strategy directorate for doctrinal response.

Select, sequence, and push counter-patterns to field teams and automated injectors. Every dispatch carries a signed engagement envelope specifying target surface, dosage ceiling, and withdrawal trigger — no pattern leaves this desk without one.

UNDERTOW Mesh Management

Coordinate the distributed UNDERTOW fleet: assign Trackers to surveillance lanes, rotate Injector loadouts, balance mesh density against theatre priority, and maintain the fleet-readiness board in real time.

Platform Infiltration Coordination

Oversee placement and rotation of observation assets inside manipulative platforms. Synchronize cover identities with Dispatch, enforce exposure limits, and trigger extraction when asset integrity degrades below threshold.

Detox Delivery Operations

Run the detox-content pipeline from staging through user-facing delivery. Calibrate dosage schedules per the Intervention Doctrine, verify counter-pattern fidelity before release, and track absorption metrics for every active detox engagement.
