In 2067, a coalition of former platform architects, cognitive-rights lawyers, and behavioral researchers concluded that regulatory bodies had permanently lost the capacity to govern attention-extractive technology at scale. They drafted this charter and stood up THE RESET as an independent counter-manipulation directorate — covert by necessity, accountable by design. The Four Pillars
Every operation, research initiative, and deployment authorization maps to one or more of the charter pillars. They are not aspirations — they are standing orders.
Expose the Mechanisms
Make the invisible visible. Operate the Instrumentation Mesh to surface the architecture of attention extraction — the compulsion loops, consent theaters, and engagement-maximization pipelines that users are never meant to see. Feed verified findings into the Technique Index and the GOVERNOR alerting pipeline. A manipulation technique that has been named and mapped is already half-neutralized.
Break the Delivery Systems
Target the dark-pattern delivery infrastructure at the point of operation. Deploy counter-patterns that disrupt compulsion loops before they complete, inject friction into frictionless extraction flows, and sever the feedback channels that let platforms refine their techniques in real time. Escalation follows the Influence Doctrine — never beyond the tier authorized, never without an evidence package on file.
Build Population Resilience
Develop and distribute tools, training, and public resources that reduce the effectiveness of extraction techniques over time. Run cognitive-resilience cohorts. Maintain the Decode library and support Unranked's public-facing programs. The goal is not permanent dependence on the Directorate — it is a population that no longer needs one.
Return Agency to the Captured
Operate recovery and detox programs for individuals and communities already held by extractive systems. Measure outcomes rigorously — self-reported wellbeing alone is insufficient. Restoration is complete only when the subject can recognize, resist, and walk away from the construct that held them, without ongoing Directorate support.
Origin & Founding Mandate
The Directorate did not begin as an organization. It began as a question posed in a leaked internal memo at one of the largest engagement-optimization firms in 2065:
Two years of clandestine coordination followed. The founding cell — seven individuals across three continents — pooled proprietary research, behavioral-engineering playbooks, and enough seed capital to build the first Instrumentation Mesh nodes. By March 2067, the charter was ratified and the first Technique Index entries were filed. The name was chosen deliberately: a hand that corrects without being seen, that intervenes without seeking credit.

Ethical Boundaries
The following prohibitions are absolute. They cannot be waived by the Steward, suspended during crisis operations, or overridden by any subsequent directive. Violation triggers immediate stand-down and charter review.
Prohibitions
- THE RESET shall never deploy a manipulation technique against an end user, even to demonstrate its harm.
- Counter-patterns must be designed so the user can recognize and disable them. Coercive "cures" are forbidden.
- No operation may target journalists, whistleblowers, or individuals exercising lawful speech — regardless of how extractive the platform carrying that speech may be.
- Collection of personally identifiable telemetry is prohibited. The Mesh operates on anonymized, aggregate behavioral signals only.
- No alliance, funding arrangement, or operational partnership may compromise the Directorate's independence from the platforms it monitors.
Obligations
- Every counter-pattern deployed must have a documented rollback procedure filed before activation.
- Harm incidents — including unintended side effects on non-targeted users — must be logged within 24 hours and reported to the audit function within 72.
- The Technique Index must remain the primary deliverable. Knowledge locked inside the Directorate without a path to public disclosure fails the charter.
- Research involving human subjects requires ethics-board clearance, even when conducted covertly.
- All PL-4 materials are subject to dual-custody protocols without exception.
Operational Infrastructure
The Directorate's operational capability rests on three interdependent systems. Each is documented separately in the portal; this section establishes their charter-level mandate.
Instrumentation Mesh
A distributed network of anonymized behavioral probes monitoring session dwell, compulsion-loop depth, outrage velocity, consent-theater incidence, and relapse indicators across extractive surfaces globally. The Mesh is the Directorate's primary sensory organ — without it, every other system operates blind.
The Pattern Fabric
Encrypted mesh backbone carrying all telemetry and GOVERNOR traffic via the Relay Protocol. Designed for graceful degradation — the loss of any individual node, cluster, or regional hub cannot interrupt directorate-wide data flow.
THE UNDERTOW
The Directorate's covert operational reach, spanning three capability tiers: Tracker reconnaissance agents embedded in extractive ecosystems who map platform internals and feed intelligence to GOVERNOR; Injector nodes that deliver counter-patterns at the exact point of manipulation, calibrated per the Influence Doctrine; and mobile field cells with hardened command posts for sustained operations in hostile-attention environments. UNDERTOW assets operate under the strictest compartmentalization in the Directorate — field operators know their mission parameters but not the broader campaign topology.

PL — Potency Level
Every technique, pattern, and engineered construct cataloged in the Index carries a Potency Level from 1 through 4. PL governs study permissions, access restrictions, and containment protocols across the entire Directorate. The scale is analogous to biosafety levels: higher potency demands tighter control.

The Steward
Identity held off every record by charter mandate. Before founding THE RESET, the Steward spent a decade inside the engagement-optimization industry, designing the very compulsion architectures the Directorate now dismantles. That firsthand complicity is the source of both the Steward's expertise and the charter's insistence on ethical constraint — the founder's position is that no one who has built these systems should be trusted to fight them without binding rules.
