Profile
A data broker trading in the rawest material of manipulation — non-consented behavioural profiles, cross-device identity graphs, and the occasional engineered technique lifted from a careless lab. A direct threat to both the population it profiles and the Directorate's own vault. Counter-Pattern tier authorized: the Targeting Jammer is live against its exchange.
Modus Operandi
Collects vaguely-consented data, launders it down a chain of brokers until no party can say what a user agreed to, then sorts the population into exploitable cohorts and sells them to the highest bidder — including, on occasion, engineered techniques exfiltrated from research labs.
