Purpose
To govern the covert observation and documentation of manipulation-for-hire sites, counterfeit-output distributors, and illegal dark pattern operations so that evidence is gathered without detection, without trespass beyond authorization, and without compromising the safety of operatives. The procedure guarantees that documentation is timestamped, geotagged, and defensible while the operative's cover and the organization's deniability remain intact.
Scope
All Nudge-tier covert surveillance and documentation operations.
In scope:
- Pre-deployment reconnaissance and cover establishment
- Standoff observation and imagery capture
- Metadata integrity and secure data handling
- Withdrawal without detection
Out of scope:
- Physical sampling of materials, which follows SOP Dark pattern/Dark-pattern Sampling Chain
- Disruptive engagement, which follows SOP Counter-Operation Rules of Engagement
Definitions
Standoff Observation
Documentation from a distance that keeps the operative outside the target's detection envelope.
Cover
The plausible non-organization identity and pretext under which an operative observes a site.
Metadata Integrity
The unbroken time, position, and device-chain record that makes imagery defensible as evidence.
Detection Event
Any indication the operative has been observed or suspected, triggering immediate withdrawal.
Responsibilities
Intelligence Lead (Owner)
Owns the procedure; sets the documentation objective and approves the cover plan.
Surveillance Operative
Maintains cover, captures imagery to standard, and withdraws on any detection event.
Field Operations Lead
Confirms the operation is within authorized tier and approves the standoff distance.
GOVERNOR
Synchronizes time and geotag to captured imagery, encrypts the data feed, and flags metadata gaps.
Procedure
Preparation
- Confirm the dossier authorizes Nudge tier and define the documentation objective.
- Establish a plausible cover identity and pretext appropriate to the location.
- Set the standoff distance to remain outside the target's detection envelope.
Documentation
- Capture imagery from standoff with GOVERNOR time/geotag synchronization confirmed.
- Record observed activity factually; never embellish or infer beyond what is seen.
- Do not trespass beyond the authorized boundary or stage any disruptive act.
Withdrawal & Handling
- Withdraw immediately on any detection event, preserving cover.
- Transfer captured data over the encrypted channel; never store on personal devices.
- Lodge documentation with Evidence & Custody under an QH-EVD reference if intended for a case.
