This document establishes the role, origin, operational philosophy, and standing protocols of the Steward — the founding authority of THE RESET. All six directorates report through their respective directors to this office. The Steward's authority is bounded by and subordinate to the Sovereignty Charter, which the Steward authored and cannot unilaterally amend.
Origin
Before THE RESET existed, the Steward spent eleven years inside the persuasion industry — first as a cognitive-science researcher at a behavioral-design consultancy, then as a platform-integrity lead at one of the largest engagement-optimization firms of that era. They built the compulsion architectures: variable-ratio reinforcement schedules, loss-aversion funnels, social-proof cascades calibrated to suppress conscious opt-out. They were good at it. The internal metrics dashboards said so every quarter.
The break came in 2063, not as a dramatic whistleblower moment but as an accumulation. The Steward had been running internal audits on cognitive load — measuring how much decision fatigue their own platform imposed per session — and the numbers were, by their own later account, "not ambiguous enough to keep ignoring." They resigned, took a visiting fellowship at a computational-ethics lab, and spent two years publishing quietly on what they called attentional extraction: the systematic conversion of a person's finite cognitive capacity into engagement metrics, performed without meaningful consent and at population scale.
Those papers attracted no mainstream attention. They attracted exactly the right kind of peripheral attention. By late 2066 the Steward had a small circle of researchers, ex-intelligence analysts, and disaffected platform engineers who shared the same conclusion: that attentional extraction was not a market inefficiency waiting for regulation. It was an adversarial operation, and it required an adversarial response.
The Founding, 2067
THE RESET stood up in early 2067, funded initially through a combination of private grants and the Steward's own savings. The first configuration bore no resemblance to the current six-directorate structure. It was nine people in a leased office suite running three concurrent workstreams: a pattern-detection lab that would eventually become the seed of the Pattern Fabric, a field-observation team mapping real-world dark-pattern deployments, and a legal research cell documenting the regulatory gaps that made those deployments possible.
The Steward's technical contribution during this period was the conceptual framework behind what is now called GOVERNOR — the directive-intelligence system that synthesizes counter-manipulation briefings across all six directorates. The original prototype was far simpler: a rules engine that ingested behavioral telemetry from instrumented test environments and flagged patterns matching known coercion signatures. The Steward insisted from the start that GOVERNOR must never hold directive authority — it advises, it synthesizes, it surfaces. The decision to act stays human.
By 2070 the organization had grown to thirty-one personnel, acquired its first operational relay infrastructure (the early ancestor of THE UNDERTOW), and executed its first field counter-operation: a coordinated exposure of a predatory engagement loop targeting adolescent users across three platforms. The Steward did not run that operation. They reviewed the evidence package, authorized the tier, and then watched from the operations floor as the field team carried it out. That separation — between the authority that permits and the hand that acts — became the organizational principle they would embed in every structure that followed.
Operational Philosophy
The Steward's philosophy rests on three commitments, codified in the Sovereignty Charter but articulated years before the charter was written:
Never one tier further
Every counter-operation is assigned a tier ceiling. The ceiling is set by evidence, not by capability. The Steward has the authority to raise a ceiling and has, on documented occasions, refused to do so even when the directorate consensus favored escalation. The doctrine is explicit: the power to act further than necessary is the power to become the thing you were built to stop.
Name the mechanism, not the symptom
THE RESET does not act on vague cultural anxieties about screen time or digital distraction. It acts on specific, attributable extraction patterns — identified through the Pattern Fabric, verified by analysts, and tied to a named actor or system. The Steward requires this specificity because counter-operations without attribution become indistinguishable from censorship.
The Six Directorates
The Steward restructured THE RESET into its current six-directorate configuration in 2078, replacing the earlier three-division model that had grown unwieldy. Each directorate is led by a director who holds operational autonomy within their domain and briefs the Steward on a standing cycle. The Steward sets doctrine and tier ceilings; the directors execute.
Nadia Koresh — DRIFTNET
Infrastructure, platform tooling, and the technical backbone of every system THE QUIET HAND operates — from the Pattern Fabric's ingest pipeline to GOVERNOR's distributed compute layer.
Idris Achebe — FOXGLOVE
Deploys counter-pattern operators into live environments. Runs field observation, intervention execution, and the relay network that threads THE UNDERTOW into extractive platforms.
Dr. Lina Vasquez-Moreau — ATHANOR
Studies coercion mechanisms, develops counter-techniques, and maintains the Restricted-Technique Vault. The directorate the Steward watches most closely — by design and by necessity.
Fen Whitacre — CAIRN
Pattern detection, threat attribution, and the analytic pipeline that feeds GOVERNOR. Responsible for turning raw behavioral telemetry into actionable intelligence packages.
Juno Park — BULKHEAD
Internal security, operational security, counter-intelligence, and the physical and digital perimeter that keeps THE RESET from being compromised by the industries it contests.
Rani Osei-Bonsu — REDLINE
Charter compliance, legal review, personnel governance, and the oversight function that audits the Steward's own office. The directorate the Steward created specifically to constrain the Steward.
Briefing Protocols
Standard briefing cycle
Directors brief on their standing cycle via written digest routed through GOVERNOR. The Steward reads every digest. Oral briefings are reserved for time-sensitive material or findings that require immediate tier authorization.
Beyond-ceiling requests
Any counter-operation that would exceed its assigned tier ceiling requires Steward sign-off. The requesting director must present the charter clause that permits the escalation and the evidence that justifies it. The Steward will challenge both. Steward authorization required

Flag the embargo at the top of the brief — not in a footnote, not in the appendix. Hold all distribution until the Steward rules on scope. The Office of the Steward controls release timing.

The Steward and GOVERNOR
The Steward designed the foundational architecture of GOVERNOR and remains its principal doctrinal authority. This relationship is frequently misunderstood, so the Steward has placed the following on record:
GOVERNOR is the Directorate's synthesizing instrument. It aggregates intelligence from the Pattern Fabric, correlates threat indicators across all six directorates, and produces briefing packages that no single analyst could assemble in time. It does not decide. It does not authorize. It does not set tier ceilings. The moment it does any of those things, it has exceeded its design envelope and must be treated as compromised. The Steward reviews GOVERNOR's classified-technique interaction logs personally on a weekly cycle.
