Purpose
To govern the interception, containment, and quarantine of hostile high-potency techniques — self-propagating or self-optimizing constructs that threaten managed and open user populations. The procedure guarantees that a captured construct never escapes, that live constructs are held under sandbox isolation, and that disposition follows Science-Board protocol.
Scope
All interception and quarantine of hostile high-potency techniques and self-propagating constructs.
In scope:
- Live capture of a hostile construct into a sealed sandbox
- Isolation under sandbox containment
- Continuous monitoring for break-out
- Identification and authorised disposition
Out of scope:
- PL-4 vault containment of catalogued constructs, which follows SOP PL-4 Restricted-Technique Vault Access & Containment
- Decompilation of a quarantined construct, which follows SOP Technique Decompilation & Extraction
Definitions
Hostile Construct
A self-propagating or self-optimizing technique capable of spreading or adapting across surfaces without an operator.
Sandbox Containment
An air-gapped, instrumented environment that holds a live construct under one-way isolation.
Break-Out
Any event in which a contained construct attempts to escape its sandbox or reach a live network.
Responsibilities
Containment-Security Lead (Owner)
Owns the procedure; verifies containment integrity and authorizes source-takedown action.
Intercept Operative
Executes live capture and transfers techniques to negative-pressure containment without breach.
THE RESET Science Board
Confirms species identification and prescribes the disposition protocol.
GOVERNOR
Monitors containment pressure in real time and triggers lockdown on any below-spec reading or escape event.
Procedure
Intercept
- Capture the construct live into a sealed, air-gapped transfer image; never an open environment.
- Confirm the transfer image's isolation before moving it.
- Transfer directly to the quarantine sandbox without intermediate hops.
Quarantine
- Load the construct into sandbox containment; verify the one-way isolation first.
- Hold the construct under continuous GOVERNOR break-out monitoring.
- On any break-out event, trigger facility lockdown and execute the recapture protocol immediately.
Identification & Disposition
- Confirm the construct's family from two independent signatures before authorising any action.
- Dispose of constructs only by the Science-Board–prescribed protocol.
- Report every confirmed hostile interception to the directorate threat registry within 24 hours.
