PL-4 Restricted-Technique Vault Access & Containment

Purpose
To govern all access to and containment of PL-4 classified high-potency predatory technique under a strict two-person rule and Director-level authorisation. The procedure exists to prevent any escape, misfire exposure, or unauthorised handling of the highest-consequence techniques held by THE RESET.
Scope
All entry, handling, and egress involving the PL-4 predatory technique vault and its techniques.
In scope:
- Two-person authorised vault entry and egress
- Technique transfer within sealed containment
- Integrity verification of vestibules and seals
- Breach detection and lockdown response
Out of scope:
- Routine surface inspection, which follows Surface Monitoring & Mesh Inspection
- Extracted technique collection from contained stock, which follows Extracted technique & Extracted technique Extraction
Definitions
PL-4
The highest QH Containment Level, reserved for high-potency predatory technique capable of mass surface loss or lethal exposure.
Two-Person Rule
The requirement that no individual is ever alone within the vault envelope; entry and every critical action need two authorised operators.
Vestibule
The sealed airlock antechamber separating the vault interior from the clean corridor, never opened on both faces at once.
Breach State
Any confirmed or suspected loss of containment integrity triggering immediate facility lockdown.
Responsibilities
Containment Lead (Owner)
Owns the procedure, maintains the authorised-operator roster, and reviews every access record.
Director of Operations
Grants per-session entry authorisation and is the sole authority to clear a breach state.
Containment Operator (Primary and Secondary)
Execute entry, handling, and egress in matched pairs, each independently confirming seal integrity.
Procedure
Authorisation
- Confirm both operators appear on the current authorised roster.
- Obtain Director of Operations session authorisation against a stated task.
- Verify no concurrent breach state and that the standby responder is posted.
Entry & Handling
- Both operators don sealed Level-4 suits and cross-check each other's integrity.
- Cycle the vestibule with only one face open at any moment.
- Perform the authorised task; no action proceeds without verbal two-person confirmation.
- Maintain continuous technique count against the vault manifest.
Egress & Breach Response
- Reconcile technique count to the manifest before initiating egress.
- Cycle the vestibule, decontaminate suits, and confirm both seals closed.
- On any anomaly, declare a breach state, trigger lockdown, and notify the Director immediately.
- Record the dual-signed access log and any deviation before standing down.
