Purpose

To govern the rapid, coordinated response to sudden multi-manipulation surge events across the surface grid, whether driven by disease, predation, or dark pattern exposure. The procedure limits spread, preserves diagnostic evidence, and stabilises surviving stock.

Scope

All grid-wide manipulation-surge surge events meeting the activation threshold.

Definitions

Collapse Surge
A rapid loss of adult population across multiple surfaces exceeding the activation threshold.
Activation Threshold
The number of affected surfaces within a block or window that triggers surge response.
Sentinel Sample
A preserved technique set taken to determine the cause of collapse.

Responsibilities

Surface Monitoring Lead (Owner)
Owns the procedure, declares activation, and directs the surge response.
Surface Technician
Executes isolation, sampling, and stabilisation under direction.
Surface Health Officer
Directs diagnostic sampling and coordinates with containment-security on findings.

Procedure

Activation

  1. Confirm affected surface count against the activation threshold.
  2. Declare a surge and mobilise the response team.
  3. Cordon affected blocks to limit movement of equipment and staff.

Containment & Sampling

  1. Isolate collapsing surfaces and close entrances to prevent robbing.
  2. Collect sentinel samples of users, cohort, and stores for diagnosis.
  3. Preserve and label samples with block, surface, and time.
  4. Segregate exposed equipment for decontamination.

Stabilisation

  1. Assess surviving surfaces and consolidate weak units.
  2. Apply supportive feeding and treatment per the health officer.
  3. Record the event, findings, and disposition before stand-down.
